Travel restrictions in the Philippines have started to ease after months of lockdown, and one of the popular destinations to reopen is Siargao, known as the surfing capital in the Philippines.

Flights to Siargao resumed operations last December 1, 2020. Airlines are now allowed to have one round-trip commercial flight per week, per route. But although tourists are now accepted, some health and safety protocols remain in place. There are also travel requirements you have to secure before you go and present upon arrival on the island.

If you are planning to make a trip to Siargao soon, here are the requirements and protocols you have to know.

For Tourists

  1. Negative RT-PCR Test result, taken within 48 hours before the arrival to the province is required for all tourists visiting Siargao. If your RT-PCR test was taken more than 48 hours before the arrival, you will be required to have a negative antigen swab on the day of arrival. All costs of the tests shall be shouldered by the tourist.
  2. Valid Identification Card or a government-issued ID
  3. Surigao del Norte e-HEALTH Pass. You can get your e-HEALTH Pass by signing up here: Siargao e-Health Pass! Click Register Person and then select Tourist for the entry type. Then, enter your personal details, current address or the address of your accommodation in Siargao and permanent address or your origin within the Philippines. Health declaration is also a part of the information you have to provide. Fill out the form completely and truthfully and then click Generate. This would give you your e-HEALTH Pass with a QR Code. Print a copy of this e-HEALTH Pass and save another copy on your device for good measure.
  4. Confirmed Accommodation Booking. Tourists are required to have a confirmed booking for at least 5 days at a resort, hotel or hostel. Make sure to book an accommodation establishment with a Certificate of Authority to Operate (CAO) from the Department of Tourism (DOT).

For Surigao del Norte Residents

  1. Negative RT-PCR test result taken 48 hours prior to the date of arrival to the province.
  2. Valid ID.
  3. Surigao del Norte e-HEALTH Pass which you could get by signing up at the Siargao health pass website as Surigao del Norte Resident.
  4. Certificate of residency / valid ID indicating that you are a resident of Surigao del Norte.

For Government Officials / Employees on Official Business (Government APOR)

  1. Negative RT-PCR test result taken 48 hours prior to the date of arrival to the province.
  2. Valid ID.
  3. Surigao del Norte e-HEALTH Pass which you could get by signing up on this page as Non-resident APOR.
  4. Travel/Mission order issued by the head of agency.
  5. Confirmed booking of accommodation in Surigao del Norte if staying at a resort, hotel, or hostel.

Private Authorized Persons Outside Residence (Private APOR)

  1. Negative RT-PCR test result taken 48 hours prior to the date of arrival to the province.
  2. Valid ID.
  3. Surigao del Norte e-HEALTH Pass which you could get by signing up at this website as Non-resident APOR.
  4. Travel / Work Order from the company indicating the purpose of travel.
  5. Confirmed booking of accommodation accredited by the Department of Tourism.
  6. Travel Itinerary in Surigao del Norte.
  7. Roundtrip ticket.

Frequently Asked Questions (FAQs)

What will happen if I don’t have the requirements?

All the documents required must be presented upon arrival at Siargao Airport, Surigao Airport or other point of entry. Tourists who will fail to present all the requirements will be refused entry and will be transported back to the place of origin at the returning flight/voyage. Transportation costs shall be shouldered by the concerned passenger, airline or shipping company.

How should I get from Siargao Airport to the hotel?

Tourists who will arrive in the province shall be transported from the airport to their destination only by public utility vehicles accredited by the Provincial Task Force.

Can I travel from the airport by private car?

If you wish to be transported using a private vehicle, a clearance from the Provincial Task Force shall be obtained to ensure compliance to health protocols.

Is there a quarantine required upon arrival in Siargao?

There will be no mandatory quarantine for tourists going to Siargao or other places in Surigao del Norte except for the Municipality of Pilar, which is currently not accepting tourists yet.

Will I be tested for COVID again in Siargao?

You will be required to get tested again using Rapid Antigen Test 7 days after your RT-PCR test. All costs of tests will be at your own expense.

In case a tourist tested positive, the cost of quarantine, including transportation costs to the hospital catering COVID-19 cases shall be shouldered by them.
