Under the directive from the Inter-Agency Task Force on COVID-19, the Philippine government has been implementing quarantine and testing procedures at airports as part of the new international arrival process. This includes mandatory hotel quarantine for international travelers entering the country — including returning OFWs and non-OFWs.

For NON-vaccinated travelers, the total length of the quarantine is 14 DAYS: 10 days shall be at a hotel or facility accredited by the Department of Health (DOH), while the remaining 4 shall be completed at home, under the monitoring of the Local Government Unit in the area.

For FULLY-vaccinated travelers, the length of hotel quarantine is shortened to only 7 DAYS, provided that they have a vaccination certificate or other valid proof of vaccination.

Non-OFWs and eligible foreigners entering the Philippines via Ninoy Aquino International Airport (NAIA) in Manila may need to present confirmed booking.

There are two types of quarantine that passengers could be subjected to: stringent and mandatory.

Stringent quarantine is required for all passengers coming from a ‘high-risk’ area as identified by the WHO or in case of sea-based overseas Filipinos, those from a ‘high-risk’ vessel. It will also be required for any passengers with flu-like symptoms based on the assessment of a health officer at the airport. They will be then required to stay at a stringent quarantine facility until their test results are released.
Mandatory quarantine is for all the other passengers arriving in the Philippines.

If you wish to stay near Manila Airport or NAIA, consider hotels in Parañaque or Pasay City.

Here are the hotels that have been inspected by the DOH and found suitable for mandatory quarantine and stringent quarantine.

❗️ IMPORTANT! ❗️ We publish the same list of inspected facilities released by the Bureau of Quarantine (BOQ) on the above-mentioned date. We only sort them by city or area for easier use. However, we found that NOT ALL listed properties currently accept non-OFW guests for quarantine. Some hotels accept OFWs only, some seafarers only. Some accept via agency/company referrals only, some for business quarantine only. Some are no longer quarantine facilities at all.

Because of this, we decided to call the hotels one by one and ask the reception staff ourselves whether or not they accept NON-OFWs for quarantine.

If the property is NOT MARKED, it means that either (a) we weren’t able to reach them, OR (b) they implement certain restrictions.

International Arrival Process at NAIA (Manila Airport)

Here’s a quick overview of the arrival process at the Ninoy Aquino International Airport. There are some variations in the details depending on what type of traveler you are (OFW, non-OFW, foreigner).

Before Your Flight

Before your flight, sign up for an RT-PCR test in advance. Complete the e-CIF (Electronic Case Investigation Form) as early as 3 days to your travel date. You can find the e-CIF here:
– for OFWs: Land-based, Sea-based
– For non-OFWs & eligible foreigners: Philippine Airlines, other airlines
You should receive a confirmation email and QR code. Save a copy of both.
For land-based OFWs, create or update your account on OASIS (OFW Assistance Information System) at oasis.owwa.gov.ph. If you’re not a land-based OFW, skip this step.
Register for a TRAZE account. TRAZE is the contact-tracing app used by the Philippine government. It’s mandatory to download this app and create an account.
Print and accomplish the Passenger’s Affidavit of Undertaking, to be submitted upon arrival in Manila. You can find it here.
Book a quarantine hotel. A confirmed reservation at a DOH-BOQ-authorized hotel is also mandatory.
Sign the Declaration and Waiver Form, a copy of which will be handed to you upon check-in at the airport.

Upon Arrival at Manila Airport

Attend the safety briefing conducted by the Philippine Coast Guard.
Undergo a temperature check and submit the Health Declaration Form.
For OFWs, head to the OFW waiting area and fill out the OWWA Project Care Slip. For sea-based OFWs, head to the Validation and Verification desk to confirm your registration.
For non-OFWs, verify your quarantine hotel booking with a hotel coordinator and validate your Affidavit of Undertaking. If you don’t have one yet, arrange your hotel transfer at this desk too. Proceed to the verification booth where medical staff will confirm your eCIF data. Then, pay for your RT-PCR test, which costs P4,000.
Clear Immigration inspection. Hand your accomplished Arrival Card to the officer.
Pick up your luggage at the assigned carousel at the Baggage Claim area. Submit your Customs form and Affidavit of Undertaking.
Approach your respective OFW desk for hotel and transportation assignment:
– For land-based OFWs: OWWA desk
– For sea-based OFWs: MARINA desk
Non-OFWs, skip this step.
Wait for your assigned vehicle and proceed to your hotel.

At the Quarantine Hotel

On Day 1, check in at your hotel. Wait for the schedule of your test. If you exhibit symptoms anytime between Day 1 and the day of your test, inform your hotel immediately.
On Day 3, you will receive a confirmation email and a health assessment checklist. Accomplish this form by Day 4.
On Day 7-9, undergo an RT-PCR test. Present your passport, QR Code, and payment receipt.
– If you test positive, you will be assessed further by a DOH/BOQ Officer.
– If you test negative, you may get your BOQ medical certificate.
On Day 10, present your BOQ medical certificate and negative test result to the hotel staff and get a clearance.

From here, arrange your preferred transportation getting home. But you must complete your 14-day quarantine or self-isolation AT HOME under the monitoring of your LGU.

Hotel Stay Guidelines

Hotel guests are expected to follow government protocols during their stay at the quarantine facility. On top of these, hotel establishments may also have their own policies that you must abide by for the safety of both the guests and hotel staff. These rules may vary but here are some to expect.

Upon entry, hotel staff may have your body temperature checked. If normal, you will be allowed entry. Step on the sanitizing mat at the entrance.
Upon check-in, you may be asked to sign a Health Declaration Form.
At hotel common areas like lobby, reception and elevator, keep your face mask and face shield on at all times.
Observe physical distancing at all times and follow the provided floor markers to maintain a 1 meter distance from other guests. Follow the respiratory etiquette.
After check-in, guests may not be escorted or showed around the room by hotel staff.
The hotel must provide each guest bathroom amenities and sanitation kits. Sanitation kits may include face masks, gloves, and 70% solution alcohol.
Dispose of your trash properly. There should be at least two trash bins inside your room, one is for used PPE. Make sure to put face masks, disposable gloves and other sanitation waste in the bins intended for them.
Rooms should allow convenient in-room dining. Food will be delivered to your room. Food and drinks at the minibar is discouraged and only bottled water is allowed. Sharing of food and belongings are not allowed.
Meal quality and policies vary from facility to facility. Some hotels serve good food, while others provide basic meals. Some hotels allow guests to have outside food delivered to the reception; others don’t.

These policies are in place to ensure the health and safety of guests and to provide peace of mind for those who will be staying in accommodation establishments.
