Traveling to Cebu City soon? Before you go, make sure you have all the necessary travel documents!

The Cebu City government has set a new list of requirements for passengers from Metro Manila who will enter or visit Cebu City proper. In a note that Philippine Airlines published on their official Facebook page, the country’s flag carrier lists down the requirements that must be presented upon check-in.

LIST OF REQUIREMENTS

For Locally Stranded Individuals (LSIs)

  • Travel Authority from the Joint Task Force COVID Shield (JTF-CV) of the Philippine National Police (PNP). This can be obtained from the City or Municipal Chief of Police if traveling between provinces within the same region or from the Provincial Director if traveling between regions.
  • Valid Identification Card
  • Letter of Coordination (LOC) from the Barangay residence in Cebu City
  • Medical Certificate, issued within 48 hours before departure

Metro Manila-Based Authorized Persons Outside of Residence (APORs)

These requirements also apply even to Cebu City residents who are coming from Metro Manila (NCR) and must be presented upon check-in in Manila.

  • Travel clearance from the Office of the Cebu City Mayor
  • Valid Identification Card
  • Letter of Coordination (LOC) from the Barangay residence in Cebu City
  • Medical certificate (48 hours before departure)
  • Proof of reason for travel or Appointment of visit in Cebu City
  • Roundtrip ticket
  • Certificate of Employment

ARRIVAL PROCESS IN CEBU

Upon arrival in Cebu, both LSIs and Manila-based APORs will be required to undergo the following:

  1. 14-day quarantine, which can be done at home, barangay isolation center, or DOH accredited hotel or pension house
  2. PCR Swab testing on the third, fourth or fifth day from the date of arrival in Cebu City. This will be shouldered by the local government of Cebu City.

Important Notes

  • The following are exempted from presenting Coordination Letter and Swab Test and Quarantine requirements:

    – Passengers who originate from Cebu City but are classified as APORs (workers or employers who traveled for a short visit in Manila)

    – Passengers who only transited through Manila and can provide proof of their port of origin. This may be a ticket or boarding pass showing the origin.

  • LSIs and Metro Manila- based APORs Cebu City Residents who cannot provide a Coordination Letter may still be accepted upon check-in but they need to coordinate with their respected barangay before boarding. This will be based on Cebu City government’s directory. Then, upon arrival at Mactan-Cebu Airport, they must approach the desk of the Cebu City LGU who will validate their acceptance in the area.
  • Always make sure to coordinate with the local government units of your origin and destination directly before booking a flight and before departure. Ask for the latest list of requirements. Travel policies change quickly in these unusual times, so it’s best to get the information straight from the agencies that create and implement these policies.
